Arms Trade Treaty negotiations started Monday in New York but procedural matters have stalled talks and created considerable tension among the delegates. It's more important than ever to tell the U.S. delegation that we need a firm commitment to a strong arms treaty.

This treaty will stop the irresponsible transfer of ammunition and arms to nations that support terrorists and to countries where there is a high risk of weapons being used to violate human rights, like in Syria and Bahrain. The ATT is a common-sense measure that would make it more difficult for weapons to be sold on the black market and halt the flow of weapons to dangerous regimes.
But in order for the treaty to have teeth, the United States needs to support stopping arms transfers to countries at high risk of using them to violate human rights; include all conventional weapons in the treaty like tanks, parts and bullets; and ensure that the treaty is enforceable, transparent and effective.
Without these elements, the treaty will be as effective as trying to drive a car without wheels.
